Key Terms Explained

CBSA

Canada Border Services Agency β€” federal agency managing border services, customs administration, and trade compliance enforcement.

CARM

CBSA Assessment and Revenue Management β€” mandatory portal for importers to receive duty notices, manage bonds, and track accounts.

ACI / PAPS

Advance Commercial Information (Canada) and Pre-Arrival Processing System (US trucks) β€” electronic pre-arrival reporting systems filed by your broker before goods reach the border.

HS Code (Harmonized System)

A 10-digit classification code assigned to every traded good. Determines duty rate, trade agreement eligibility, and import permit requirements.

CUSMA / USMCA

Canada-U.S.-Mexico Agreement β€” provides 0% or reduced duty rates for qualifying goods produced in Canada, the U.S., or Mexico with proper documentation.

RPP Bond

Release Prior to Payment bond β€” required under CARM for goods to be released from CBSA before duties are paid. Without it, you must pay at the port of entry.

B3 Canada Customs Entry

The formal customs entry document filed by a licensed broker to declare commercial goods imported into Canada and pay applicable duties and taxes.

Duty Drawback

A refund of customs duties paid on imported goods that are subsequently exported from Canada or used in manufacturing products for export.
